Special Event Permit Request

Stockton Metropolitan Airport offers Special Event Permits to those wishing to hold an event on the property. It is a requirement of San Joaquin County that the Permit be accompanied by an insurance policy provided by the organization holding the event. Also, keep in mind that some events may require review and approval of security measures by the Transportation Security Administration, which has a lead time of 30 days. It is at the discretion of the Airport Director to charge a fee for the event.

Security & Badging

This information is intended for Stockton Metropolitan Airport (SCK) employees and tenants to obtain security identification badges. SCK’s Security Division ensures compliance with the Airport’s Security Program (ASP), CFR 1542, and all Transportation Security Administration (TSA) Security Directives as they pertain to airport security and ID badge issuance.

SCK’s Security and Badging office manages security background checks, including Criminal History Records Checks and Security Threat Assessments, access media training, airport ID badges, and security keys.

Individuals who require unescorted access to the Air Operations Areas (AOA), Security Identification Display Areas (SIDAs), and/or Sterile Area must possess an airport-issued SCK ID badge. Badge issuance is limited to those individuals who have frequent and reoccurring need for access and have passed the necessary clearance(s). In addition, all badge applicants or current badge holders must present two (2) forms of identification or documentation when applying for or renewing a SCK ID badge.

Air Operations Area (AOA) Access Media

Unless leasing/renting a county or privately owned hangar, an individual seeking unescorted access to the AOA must be sponsored by an Authorized Signatory (it will typically be your lessor).

Prior to obtaining an airport ID badge, individuals applying for unescorted access to the AOA must successfully complete a TSA-based Security Threat Assessment. Non-withstand right to deny a badge application for any security/safety related issue. In addition, new badge applicants must attend and pass the security training prior to being issued an airport ID badging the results of an individual Security Threat Assessment, Stockton Metropolitan Airport reserves the right to deny a badge application for any security/safety related issue. To schedule your badging appointment, please call the Security and Badging Office at (209) 468-5655. You will need to bring the following to your appointment:

Badge applicants have 30 days from the STA clearance date to complete the badging process (i.e. obtain an airport ID badge). Individuals who fail to complete the process within the 30-day time frame will have to restart the process and the additional charge will apply.

Note: AOA badges are not authorized to operate in Security Identification Display Areas. Pilot and passengers of transient aircraft are not required to have an SCK airport ID badge. However, they must stay within the airport transient area or FBO area, unless escorted by an individual with a current SCK airport badge.

Security Identification Display Area Access Media

Security Identification Display Areas (SIDA) are restricted ground areas on the airport that can only be accessed by individuals who possess a valid SIDA badge. SIDA badges are issued only to those individuals needing access for employment purposes.

SIDA badge applicants must complete and pass the FBI-based Criminal History Records Check (CHRC) and TSA-based Security Threat Assessment (STA). To successfully pass the CHRC and STA, applicants cannot have been convicted of a disqualifying offense (listed on page 3 of the application) in the past 10 years. In addition, for any other charges, SCK may request additional documents in order to properly adjudicate an applicant. Non-withstanding the results of an individual CHRC or STA, Stockton Metropolitan Airport reserves the right to deny a badge application for any security/safety related issue.

Yes, an appointment is required for all badging transactions.

If you lose your SCK ID badge, you must contact the badging office at (209) 468-5655 immediately. For after-hour assistance with lost or stolen badges, please contact airport operations at (209) 483-4413. You will need to fill out the declaration of lost badge form, a new application, and pay the $100 fee (fee is due regardless of whether the badge is replaced). If applicable, your Signature Authority will have to sign the forms as well.
You will need a new application, two valid forms of identification, and the renewal fee.
30 days prior and 30 days past the expiration date. If you do not renew your badge within 30 days of its expiration date, you will need to restart the process as a new applicant.
Badges can only be renewed up to 30 days after its expiration. Individuals who fail to renew their SCK ID badge within the required time frame will have to restart the process as a new applicant.
If you no longer need your SCK ID badge, you must return it to the Security and Badging office within 72 hours. ID badges that are no longer needed and not returned are subject the $100 fee.
No, you must return your badge when it is no longer needed, even if it is expired. Unreturned badges (including expired one) will incur the $100 fee.
The cost to replace a lost or stolen badge is $100 (fee due regardless of whether the badge is replaced).

Yes. You will need to obtain a SCK ID badge for each company you work for at the airport.

If you forget your SCK ID badge, you must go and retrieve it. You will not be allowed onto the airfield, even under escort.
